Up till now I have not addressed any written repre-
sentation to the Wai-wu Pu, and I am doubtful whether
I should take this step. They will consider, if I enter
a written protest reminding them of the undertaking
given to Bland and if London negotiations are brought
afterwards to a successful conclusion, that I have been
temporizing with them until the completion of the com-
bination against them in Europe.
If, however, I take no action the Germans may so
contrive matters as to sign a final Agreement as soon
as the London negotiations collapse under the plea
that another misunderstanding has occurred.
